Notice is hereby given that sealed Bids will be received by the Iberia Parish Government, Iberia Parish Louisiana, for the construction of sewerage in Iberia Parish, LA.
Bids will be on a unit price basis; segregated Bids will not be accepted.
Bids will be received by Iberia Parish Government until 10:00 a.m. on Tuesday, December 10th, 2024 in the Iberia Parish Council Chambers of the Courthouse Building, 300 Iberia Street, Suite 400, New Iberia, LA 70560. Bids received after this time will not be accepted and will be returned unopened. Bids will be opened and publicly read aloud after specified closing time.
A Voluntary Pre-Bid conference will be held at 10:00 a.m. on Thursday, November 21st, 2024 in the Iberia Parish Council Chambers of the Courthouse Building, 300 Iberia Street, Suite 400, New Iberia, LA 70560. Representatives of the Owner and Engineer will be present to discuss the Project.
To qualify to bid, each bidder shall be properly licensed Contractor in accordance with Louisiana Revised Statues 37:2150-2163 for the classification of Municipal and Public Works. Contractors desiring to bid shall submit evidence that they hold license of proper classification in full force and effect at the time the bidding documents are requested from the office of the Engineer. The Contractor shall show their license number on the bid form and on the envelope containing their Bid.
Each bidder (prime contractor and all subcontractors) must have an active Unique Entity ID (SAM) as verified on www.sam.gov prior to the beginning of construction and maintained throughout the term of the contract.
Bidding Documents shall not be issued later than 24 hours prior to the hour and date set for the opening of Bids. Bids must be submitted on forms provided by the Engineer.
Any person with disabilities requiring special accommodations must contact Owner no later than seven (7) days prior to bid opening.
Bidders should take note of all required attachments and certifications to be executed and submitted with the bid proposal (including but not limited to an executed Certificate as to Corporate Principal and Corporate Resolution.)
The Owner reserves the right to reject any and all Bids for just cause. In accordance with LA R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
The Contractor shall obtain, maintain during the life of the project and provide to the Owner copes of the following bonds and policies which shall be obtained from surety companies which appear on the U.S. Treasury Circular 570, licensed to do business in the State of Louisiana, in the amounts and for the purposes stated and subject to the Owner’s approval:
BID BOND: A “Bid Guarantee” equivalent to 5% of the bid price consisting of a firm commitment, such as a bid bond, certified check, cashier’s check, money order or other negotiable instrument, all in accordance with LA R.S. 2218, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified.
PERFORMANCE BOND: A performance bond of not less than 100% of the contract price shall be executed to assure the Contractor’s faithful performance of the contract.
PAYMENT BOND: A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract.
Bid Forms and other related information are available to be viewed, downloaded, and submitted online at www.centralbidding.com as located under Iberia Parish Government. Also, a copy of the plans and specifications may be picked up at the office of Staples Engineering and Consulting, LLC located at 2617 Northside Road, Suite 300, New Iberia, Louisiana. The copies can either be received as a hard copy with a deposit of $150 or a CD version at no cost to the Bidder. Deposits on the first set of hard copy documents furnished to bona fide Prime Bidder will be fully refunded upon return of the documents, in clean working order, no later than ten days after receipt of bids. On other sets of documents furnished to Bidders, the deposit, less actual reproduction costs, will be refunded upon return of the documents in clean working order, no later than ten days after receipt of bids.
