Project Description: The Base Bid is for the installation of approximately 5,600 L.F. of 12”
C-900 waterline along Coulon Rd., 8” C-900 waterline along Lafourche Dr., and 8” C-900 waterline along St. Patrick Highway (Rue Loudun included) and other miscellaneous work necessary to construct this project as described in the plans and specifications. Contract requirements for completion of construction for base bid will be 120 calendar days. Alternate No. 1 will add 5,000 L.F. of 8” C-900 waterline along Elm St. and N 4th St. through N 8th St., 230 L.F. along N 2nd St, with an additional 90 calendar days. Alternate No. 2 will add 4,100 L.F. of 8” C-900 waterline along Singleton St., Vallery St., Vernon St., Victory St., Camelia St., Azalea St., Lilac St., and Daisy St., with an additional 90 calendar days.
Probable Construction Cost: $3,118,551.00
Electronic bids will be received on September 8, 2022 by City of Thibodaux submitted through Central Auction House (CAH). Bid submittals will be accepted until 10:00 a.m. CST at which time bids will be retrieved from the CAH site and read aloud at City Hall, on the 2nd Floor in Council Chambers located at 310 2nd Street, Thibodaux, LA 70301. Only electronic bids submitted on www.centralbidding.com will be accepted.

A MANDATORY Pre-Bid Conference will be held on August 23, 2022, at 10:00 a.m. at the office of Leonard Chauvin P.E., P.L.S., Inc., 627 Jackson Street, Thibodaux, LA 70301. All prospective bidders shall be present at the beginning of the pre-bid conference and shall remain in attendance for the duration of the conference. Any prospective bidder who fails to attend the conference or remain for the duration shall be prohibited from submitting a bid for the project. The City of Thibodaux reserves the right to reject any and all bids in for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit their Louisiana Contractor’s License Number as evidence that they hold a license of HIGHWAY, STREET AND BRIDGE CONSTRUCTION AND/OR HEAVY CONSTRUCTION AND/OR MUNICIPAL AND PUBLIC WORKS CONSTRUCTION that is in full force and effect.
Liquidated damages for delay will be in the amount of One-Thousand Dollars ($1,000.00) per day for each day over the allowed proposed time limit.
If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:22:12(A)(1)(C) or LA R.S. 38:2212(0).
All proposals must be accompanied by a Bid Bond in the amount of five (5%) percent of the amount of the proposal made payable to the City of Thibodaux. Failure to do so will result in the bid/bids being declared nonresponsive and shall be cause for rejection.
A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact.
Successful bidders must register with the Lafourche Parish Sales and Use Tax Department for use tax purposes. The City of Thibodaux reserves the right to reject any and all bids in accordance with State Bid Law.
