Invitation to Bid
The MISSISSIPPI COAST COLISEUM & CONVENTION CENTER has authorized the invitation to bid on the 

ARENA GRID SYSTEM MISSISSIPPI COAST COLISEUM & CONVENTION CENTER BILOXI, MISSISSIPPI
                                   
Project includes the arena grid system as indicated on the Drawings and specified herein.  The work includes, but is not limited to, a new suspended aluminum truss system supported by the main roof framing; suspended maintenance and fall protection equipment; catwalks that will connect new truss system to existing structure; structure demolition of existing show rigging hangars; and relocation of existing electrical lighting.

Bids shall be received, sealed and marked: “Arena Grid System” on the envelope not later than 3:00PM on May 23rd, 2019 at 2350 Beach Boulevard, Biloxi, MS 39531 at which time said Bids will be opened, read out loud, and recorded.  On the outside of the bid envelope, Contractor’s Certificate of Responsibility number must appear.  Any Bids received after said date and time shall be returned to the Bidder unopened.

Each bid must be accompanied by cash, a cashier's check, certified check or Bid Bond in the amount of five percent (5%) of the total Bid amount.  The power of attorney for the bonding company's agent should be on file with the Mississippi Coast Coliseum & Convention Center, and the Bid Bond must be furnished by a corporate surety company qualified to do business in Mississippi.
 
The Bid Bond shall name the Mississippi Coast Coliseum & Convention Center as the obligee, shall be substantially in the form of the Bidder's Bond on file with the Mississippi Coast Coliseum & Convention Center, and shall be payable to the Mississippi Coast Coliseum & Convention Center in the event the Bidder fails to execute, and deliver to the Mississippi Coast Coliseum & Convention Center the Contract within ten (10) days after the Notice of Acceptance of the Bid.
 
A Pre-Bid Meeting will be held at the MS Coast Coliseum & Convention Center on Thursday May 2nd, 2019 at 10:00AM (Central Standard Time). All prospective bidders are encouraged to attend.

Any contract awarded under this Advertisement for Bids may be paid for in whole or in part with grant funding from the Department of the Treasury and the Mississippi Department of Environmental Quality under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast Sates Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of said funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Conditions, the Standard Sub-Award Terms and Conditions, the RETORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. The Mississippi Department of Environmental Quality, the United States, or any of its departments, agencies or employees is not and will not be a party to this Invitation for Bids or any resulting contract.
 
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.
 
All bidders must make positive efforts to use small and minority owned business and women business enterprises. A MBE/WBE certification from each MBE/WBE subcontractor is required if applicable.  Copies of solicitation letters to certified MBE/WBE firms who are potentially capable of performing the work, requesting quotes or proposal for specific sub-contracting opportunities and encouraging inquiries for further details is required.  A list of certified MBE/WBE firms from whom quotes, or proposals were received, but were NOT awarded subcontracts is required. Evidence that each Non-MBE/WBE subcontractor or supplier selected was lower in price (or other acceptable reason) than each MBE/WBE firm’s proposal and that the scope of work was the same for both the MBE/WBE and Non-MBE/WBE is required.
 
The Gulf Coast Coliseum & Convention Center reserves the right to reject all Bids as well as any Bid that does not comply with this Invitation to Bid and the Information for Bidders.  Bids will be held open for 90 days from bid date.
