MOREHOUSE PARISH POLICE JURY (herein referred to as the “Owner”)
Sealed bids marked “Sealed Bid—MOREHOUSE PARISH POLICE JURY Community Block Grant Project for Fiscal Year 2009 to be financed by the State of Louisiana Office of Community Development/Disaster Recovery Unit Community Development Block Grant Program” will be received by the Owner for the construction of the project described as follows:
STAULKINGHEAD CREEK DRAINAGE IMPROVEMENTS
Rechanneling and removing debris within Staulkinghead Creek at four (4) road crossings. Work includes clearing, debris removal, grading, reshaping of channel, and related work.
Contractors shall submit the bids by one of the following options:
- Proposals shall be addressed to the MOREHOUSE PARISH POLICE JURY, and delivered to the POLICE JURY OFFICE located at 125 E. MADISON AVE., BASTROP, LA 71220 not later than 10 AM, on the 21ST day of MAY, 2019. The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Office of McMANUS CONSULTING ENGINEERS, INC. located at 116 SMELSER RD., MONROE, LA 71202. Copies may be obtained at this office upon request in accordance with R.S. 38:2212. Deposit $150.00 per set. Deposit on the first set of documents furnished to prime bidders will be fully refunded, upon return of the documents no later than ten (10) days after receipt of bids. On other sets of documents furnished to prime bidders, the deposit less the actual cost of reproduction shall be refunded upon return of the documents no later than 10 days after receipt of bids. Contractor must pay shipping costs.
- Per L.R.S. 38.2212, the contractor has the option to submit the proposal and the bid bond electronically. Complete Bid Documents for this project are available from Central Bidding in electronic form. The contractor can register with Central Bidding if willing to do so. If the contractor has any questions regarding this process they can contact Central Bidding at (225) 810-4814. Plan holders will be responsible for their own reproduction costs.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act). Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109(Non-Discriminations) of the Housing and Community development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
Any Person with disabilities requiring special accommodations must contact the MOREHOUSE PARISH POLICE JURY no later than seven (7) days prior to bid opening.
IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE BID PROPOSAL.
