REQUEST FOR QUALIFICATIONS
Request for qualifications will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 East Worthey St., Gonzales, LA 70737 until
January 2, 2025, at 3:00 p.m. (CST) for the following:
Bayou Verret Drainage Improvements Engineering Services
for the Disaster CDBG Program
STATEMENT OF WORKAscension Parish Government (Parish) hereby issues a Request for Qualifications (RFQ) from consulting firms (Consultant) to provide professional engineering services for the Disaster CDBG Program. The Parish is soliciting Statement of Qualifications (SOQ) for Professional Engineering Design & Related Services. The services under the contract will commence after the Parish’s evaluation process, recommendation, and Parish Council approval. Responders must have experience in state and federal grant programs to include HUD’s Office of Community Development (OCD). The selected firm will be required to comply with applicable regulations identified under the funding source for this project.
This project is funded by federal funds through the Disaster Recovery CDBG-MIT Program that must meet the federal requirements for Community Development Block Grant (CDBG) Program and Office of Community Development (OCD) requirements. The Bayou Verret Drainage Improvements Project is located along the east side of Donaldsonville.
The services to be provided will include, but not be limited to:
- Topographic survey: including field survey of existing property boundaries and elevation shots to accurately determine fill and cut quantities for the detention pond.
- Perform a hydraulic and hydrologic analysis (H&H) including the evaluation of both the existing and proposed conditions and provide study results that include upstream/downstream and environmental impacts.
- Benefit cost analysis to include benefits before and after mitigation.
- Evaluation of environmental impacts including all environmental clearance in accordance with federal regulations and providing all National Environmental Policy Act (NEPA) environmental assessments and applicable permits.
- Provide a bid package including 100% sealed plans and specifications along with the latest front-end Parish documents.
- Provide bidding services through the Parish Purchasing Department.
- Review and approve submittals with the owner.
- Provide construction inspection services during construction.
All questions regarding the RFQ shall be submitted to the Purchasing Department via email at
[email protected] by 3:00 p.m. local time (CST) on
December 17, 2024. Responses will be coordinated with the Project Coordinator and posted on the
www.centralauctionhouse.com by 3:00 p.m. local time (CST) no later than
December 23, 2024.
Firms/individuals who are interested in providing services requested under this RFQ must submit six (6) copies (one stamped “
ORIGINAL”) of the information specified in this section. The information shall be received in hard copy (printed) version by:
Ascension Parish Government, Purchasing Department, 615 East Worthy Street, Gonzales, LA 70737 on or before 3:00 p.m. Central Standard Time on the date specified in the Schedule of Events. Electronic submittals are permitted via
http://www.centralauctionhouse.com; however (6) hard copies must still be submitted within 24 business hours of the proposal submission deadline (i.e. the Monday following the submission deadline since Parish buildings are closed on Fridays).
The Parish reserves the right to disqualify any bid, request for quotes, response to a request for qualifications, or request for proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana.
Ascension Parish Government reserves the right to reject all proposals for just cause.
