CITY OF BAKER SCHOOL BOARD Sealed bids or electronic bids involving partial Community Development Block Grant and FEMA Reimbursement funds are requested by the City of Baker School Board from general contractors for construction of:

RENOVATIONS AND ADDITION TO BAKER HIGH SCHOOL PROJECT NO.: 27001.17

Bids will be received at The City of Baker School District, 14750 Plank Road, Baker, LA 70714 until: 2:00 PM, LOCAL TIME, May 5, 2022 at which time and place the bids will be publicly opened and read aloud.

The successful Bidder is allowed 460 calendar days to complete the Project from the commencement date stated in the Agreement or a Notice to Proceed. Liquidated damages will be assessed at $500.00 for each consecutive calendar day for which the work is not substantially complete and $500.00 for each consecutive calendar day beginning the 46th day after the date of Substantial Completion for which all punch list work is not complete.

Bids must be accompanied by a bid security equal to five percent (5%) of the base bid and include all additive alternates in the form of a certified check, cashier’s check or bid bond. A bid bond shall be written by a company that complies with the provisions of La. R.S. 38:2218C.

The successful bidder is required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the contract amount and a Payment Bond in an amount equal to one hundred percent (100%) of the contract amount written by a company that complies with the provisions of La. R.S. 38:2219 and on the City of Baker School Board's Forms included in the Bidding Documents.

This Project is receiving partial construction grant assistance from the Community Development Block Grant (CDBG) Program. Prospective bidders are advised that technical assistance is available from the Office of Community Development, Disaster Recovery Programs, telephone number (225) 219-9600, Louisiana Division of Administration, LaSalle Building, 617 N. Third Street, 6th Floor, Baton Rouge, LA 70802.

The Attention of Bidders is directed particularly to the requirements for the conditions of employment, minimum wage rates (Davis Bacon provisions).

Minority, female-owned, and Section 3 contracting firms are encouraged to submit bids.

A PRE-BID CONFERENCE will be held on April 21, 2022 at 10:00 a.m., the meeting will be held at the City of Baker School Board Office, 14750 Plank Road, Baker, La 70714,  a walk through will follow at the site of the Renovation, Baker High School 3200 Groom Road. Attendance at this Pre-bid Conference is Not Mandatory in order to submit a bid.

The apparent low bidder must complete and deliver to City of Baker School Board at the address stated above within ten (10) calendar days after the date of the opening of the Bids- the sworn affidavit required to comply with La. R.S. 38:2212.10 regarding an employee status verification system, the signed no conviction affidavit required by La. R.S. 38:2227, the non-collusion affidavit required by La. R.S. 38:2224, the anti-lobbying certificate, and other required documents as specified in the Bidding Documents. No bid may be withdrawn for a period of 45 days after the date of the bid opening except as provided by law. Review carefully the various certifications required as a result of CDBG and/or FEMA funding requirements and timely submissions.

Bidders must meet the requirements of the State of Louisiana Contractor’s Licensing Law, R.S. 37:2151 et seq.

NOTE: BIDS SHALL ONLY BE ACCEPTED FROM CONTRACTORS WHO ARE LICENSED UNDER LOUISIANA CONTRACTORS LICENSING LAW FOR THE MAJOR CLASSIFICATION OF BUILDING CONSTRUCTION.

The award of a contract for this advertisement and continuation of such a contract is contingent upon the City of Baker School Board obtaining sufficient financing to fulfill the requirement of the contract as applicable. If the City of Baker School Board is unable to obtain sufficient financing to complete this contract, the contract shall be cancelled or terminated.

The Owner reserves the right to reject any and all bids for just cause. The Available Funds for Construction (AFC) is Seventeen Million Five Hundred Dollars ($17,500,000.00) in accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity. This value is for the base bid and not inclusive of any alternates.

City of Baker School Board reserves the right to award the project on whatever basis is in the interest of the Owner and to accept or reject any or all bids and to waive technicalities and informalities.
