Disaster Debris Monitoring and
Public Assistance Consulting Services Request for Proposals (RFP)
1. General Basis for Contract Award:
a. Award will be made to the offeror that the Pointe Coupee Parish Police Jury determines can accomplish the requirements set forth in the attached SCOPE OF SERVICES FOR DISASTER DEBRIS MONITORING and PUBLIC ASSISTANCE CONSULTING SERVICES in a manner most advantageous to the parish cost or price and
other factors considered. The Pointe Coupee Parish Police Jury reserves the right to award a contract to other than the lowest price offeror after consideration of all factors.
b. The Parish's decision will be based upon the most advantageous offer, price or cost and other factors considered. Offerors should perform technical-cost tradeoffs to achieve a
balance that reflects and permits the cost-effective pursuit of high quality performance. The basis of the proposed cost must be compatible with all other elements of the proposal. An unrealistically low cost proposal will not provide an advantage. Such a proposal may be viewed as indicative of a lack of understanding of the Parish's evaluation objective.
2. Submission Requirements:
a. Submit 2 bound copies of your proposal.
b. Proposals should be double spaced and in 8.5 X 11 inch format.
c. Proposals must be submitted in a sealed envelope marked "Disaster Debris Monitoring Proposal." Proposals received later than 2:00 p.m. CST on Monday,
November 26, 2012 will not be considered. Proposals must be submitted by mail to Parish Administrator Jimmy Bello, Pointe Coupee Parish Police Jury, P. O. Box 290, New Roads,LA 70760 or in person to the same address.
d. The Pointe Coupee Parish Police Jury is not responsible for any expenses offerors may incur in the preparation and submittal of proposals in response to the RFP.
e. The successful firm shall be required to obtain all required licenses and furnish proof thereof to the Parish.
3. Proposal Content:
a. Name, address, telephone number, fax number, and email address of the person or firm submitting the proposal. Provide the name and contact information for the person authorized to obligate the firm to a contract in response to this RFP.
b. Complete Bid Schedule revealing the offerors cost proposal for each bid item.
c. Thorough presentation of the offeror's qualifications to meet the Parish's objectives and perform the services listed in the RFP.
d. Thorough presentation of how the offeror proposes to meet the Parish's objective and perform the services listed in the RFP. Describe in detail how the services will be performed. Statements such as "will comply" or "will meet" specifications are not adequate for evaluation.
e. A complete and accurate listing of disaster specific experience within the last 5 years. The list should accurately reflect the individual or firms relationship to the contracting
authority as a prime Firm or as a subFirm to the prime Firm. Include points of contact and contact information with the contracting authority capable of discussing your performance.
f. A Debris Monitoring Plan applicable to the statement of work contained in this RFP.
g. The Parish requests proposals present only relevant information in a clear, well organized and succinct manner. Proposal content should be limited to information requested here and to information the individual or firm believes will assist the evaluation team in assessing their qualifications to contract with the Parish for the work presented in this RFP.
4. Evaluation Criteria:
a. Past Performance - Identify past or current contracts, (including federal, state, local government and private) for efforts similar to this requirement. Provide information on
problems encountered on the identified contracts and the corrective actions taken.
b. Subcontracting Plan - Identify subcontracting firms to be utilized with type of work to be performed.
c. Cost/Price - The offeror's cost/price proposal will be evaluated for realism and price reasonableness. The purpose of cost/price evaluation is to determine whether each offeror's
proposal cost/price is realistic in relation to the solicitation and the proposal, and to provide an assessment of the reasonableness of the proposed price.
d. Management Plan - Describe the organizational structure, chain of command, and responsibilities for personnel assigned to deliver the services contained in this RFP. Provide
evidence of financial capacity to adequately fund contract operational expense.
e. Technical Expertise - Describe in the Debris Monitoring Plan technical details presenting how the equipment, manpower, subcontracting, and other resources will be
utilized to deliver the services prescribed in this RFP.
5. Limitations:
a. This request does not commit the Parish to the award of a contract or to pay any cost incurred in the preparation of a response to this RFP
b. The Parish may or may not require the offeror to participate in negotiations, submit additional technical information, or make oral presentations in response to this RFP.
c. The Parish reserves the right to reject any or all proposals, to request additional information and to award a contract deemed in the Parish's best interest. Proposals will be reviewed and selection will be made by the Pointe Coupee Parish Police Jury as it determines to be in the best interests of the Parish. The following criteria will apply:
EVALUATION CRITERIA:
The evaluation criteria define the factors that will be used to evaluate and score responsible and qualified proposals. Prospective offeror shall include sufficient information to
thoroughly evaluate and score their proposals. Each proposal submitted shall be evaluated and ranked. The contract will be awarded to the most qualified prospective offeror, per the evaluation criteria listed below.

Local Presence: 10 points
Cost proposal: 10 points
Total 100 points
COSTS INCURRED BY PROPOSERS:
All expenses involved with the preparation and submission of proposals to Pointe Coupee Parish Police Jury, or any work performed in connection therewith, shall be borne solely by the Prospective Firms. No payment will be made for any responses received, or for any other effort required of, or made by, prospective offeror in responding to this RFP.
ORAL PRESENTATION:
An oral presentation of proposal may be requested of any prospective offeror at the Pointe Coupee Parish Police Jury's discretion. Offerors are cautioned not to assume that presentations will be required and should include all pertinent and required information in
their original proposal package Pointe Coupee Parish Police Jury reserves the right to accept or reject any and all parts of the
