BONNET CARRE SPILLWAY BOAT LAUNCH REHABILITATION

St. Charles Parish (herein referred to as the "Owner") by virtue and in conformity with the provisions of Act 70 of the 1946 Regular Session of the Louisiana Revised Statutes of 1950, as amended, and other applicable laws, will receive sealed bids marked “Sealed Bid – Parish of St. Charles –Hurricane Gustav/Ike CDBG “Bonnet Carre Spillway Boat Launch Rehabilitation”, for the construction of the project described as follows:

The contract work generally comprises of the construction of wooden piles in shallow water, pile supported elevated wooden deck, and asphalt paving.

Proposals shall be addressed to the Parish of St. Charles, and delivered to the office of the Parish Council, located at 15045 River Road, P.O. Box 302, Hahnville, Louisiana 70057 not later than 10:00 a.m., on Thursday, the 21st day of April, 2011. “Sealed Bid – Parish of St. Charles –Hurricane Gustav/Ike CDBG “Bonnet Carre Spillway Boat Launch Rehabilitation”. Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 a.m. on the same day, in the Parish Council Chambers at the St. Charles Parish Courthouse located at 15045 River Road, Hahnville, Louisiana 70057.

The contract documents may be examined at the Office of the Engineer for the contract; Principal Engineering Inc., located at 1011 N Causeway Blvd, Suite 19, Mandeville, Louisiana 70471; 985-624-5001. Copies may be obtained at this office upon payment of a deposit of $60.00.
This deposit will be refunded to bona fide bidders upon return of the documents in good condition within 10 days of bid opening, in accordance with R.S. 38:2212. Validation of the Contractor’s license and classifications will be made prior to release of bid documents. Bids may be submitted electronically at www.centralbidding.com.

Contractors submitting bids shall be licensed under LA License R.S. 37:2150-2164, Class II, Highway, Street & Bridge or Class III Heavy. Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid.

A MANDATORY pre-bid meeting will be held at the project site at 10:00 am on Friday, April 15, 2011. The site is located at the intersection of the Bonnet Carre Spillway Lower Guide Levee and I-10, accessed by turning north on the Lower Guide Levee from Airline Hwy in Norco, and proceeding approximately three miles to the Boat Launch under the Interstate 10 bridge spans.

The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Advertisement for Bids and those required on the Bid Form shall not be considered as informalities and shall not be waived.

Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.

No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.

The Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
